- Provides an option for public employees in state agencies to choose binding arbitration as a solution to difficult contract negotiations. Unions would not be required to use it.
- Only impacts state agency contracts through 2019
- Parties will still try to negotiate a settlement, but after 30 days of mediation and one side initiating impasse arbitration, an arbitration panel would be selected. Once the arbitration hearings begin, the right to strike would be waived and a lockout would be prohibited.
